EUROPEAN VECTOR OF INTERNATIONAL ACTIVITIES OF STATE BODIES OF THE MIGRATION SERVICE OF UKRAINE (2003–2004)

Abstract. The purpose of the article is to study the peculiarities of the activities of the state bodies of the Migration Service of Ukraine (2003–2004), their main spheres, mechanisms, and forms of international cooperation with European countries. The methodological basis of the study is the principles of historical analysis, scientific objectivity, and systemic approach, which made it possible to impartially identify logical changes in the historical process. The research methods are presented as both general scientific methods (historical, logical) and special methods (historical-comparative, chronological, retrospective). The scientific novelty of the study lies in a comprehensive analysis of the international activities of the state bodies of the Migration Service of Ukraine in 2003–2004. The forms and methods of interaction between the state bodies of the Migration Service of Ukraine and European countries have been identified. The key areas and mechanisms of international cooperation, participation in European programs and forums, exchange of experience in managing migration flows and combating illegal migration have been analyzed. The main problems and challenges that limited the effectiveness of international cooperation in the field of migration have been identified.

The conclusions correspond to the research objective. The period of 2003–2004 became crucial for the intensification of the European vector in the international activities of the State Migration Service of Ukraine, which was caused not only by the declared desire for European integration, but also by direct geopolitical changes. Ukraine, aware of its status as a direct neighbour of EU countries, was forced to intensify dialogue on migration issues, which created a new order of international cooperation. The formation of international dialogue and exchange of experience between Ukrainian state migration authorities and their European counterparts was important for Ukraine, which was only developing its migration system, allowing it to borrow the best European practices in the areas of border management, asylum procedures, and migrant integration.
