MILITARY AND HUMANITARIAN ASSISTANCE OF THE KINGDOM OF NORWAY TO UKRAINE IN THE FULL-SCALE RUSSIAN-UKRAINIAN WAR (2022 – 2025)

Abstract. The purpose of the article is to review the military and humanitarian assistance of the Government of the Kingdom of Norway to Ukraine during the full-scale Russian-Ukrainian war, from February 2022 to autumn 2025.

  The methodology of the study is based on the principles of historicism and objectivity, systemic and comparative analysis. This allowed us to trace the volumes, types, and characteristics of military-technical and humanitarian assistance to Ukraine from the Norwegian government. A problem-chronological approach was used to determine the main instruments, stages, and dynamics of support for Ukraine.

Scientific novelty. Based on a wide range of open sources, the military-technical and humanitarian assistance of the Government of the Kingdom of Norway to Ukraine during the full-scale Russian-Ukrainian war, from February 2022 to autumn 2025, has been comprehensively examined for the first time. The volumes, mechanisms and main instruments of assistance of the Norwegian Government to Ukraine directly and through international alliances, coalitions and initiatives of other states have been traced.

Conclusions. The basis for the active involvement of the Kingdom of Norway in providing military and humanitarian assistance to Ukraine with the beginning of the full-scale Russian   invasion was the previous bilateral cooperation with Ukraine, established since the 1990s, the territorial proximity to the aggressor country and the awareness of the threat from it. Norway is interested in supporting Ukraine as a force capable of deterring the Russian Federation from advancing into Europe.

Based on this, from the first days of the full-scale war, Norway has been providing Ukraine with weapons, ammunition and equipment for the Armed Forces of Ukraine (from small arms and tanks to NASAMS air defense systems and F-16 fighter jets, the latest developments of drones and its own technologies), humanitarian aid for Ukrainian civilians, accepting refugees from Ukraine and systematically supporting the Ukrainian energy sector.

A gradual increase in funding, volumes and areas of assistance was observed. Thus, in the first year of the full-scale war (2022), assistance was rather situational, but over time a certain system was built, the main one of which was the long-term «Nansen Program for Ukraine», which allows for the allocation and redistribution of money for military and humanitarian assistance in accordance with the most important needs. Realizing the prospect of continuing the war, the Norwegian government cooperates with partner countries in the region and NATO to jointly purchase weapons for Ukraine, finance humanitarian, social, energy projects, and train Ukrainian military personnel. Taken together, this ensured the continuous supply of weapons and equipment to the Armed Forces of Ukraine, supporting Ukraine’s defense capabilities.
