Abstract.
The article comprehensively examines the development of relations between the European Union and the League of Arab States. The aim of the article is to examine key aspects of relations between the European Union and the League of Arab States, their impact on the geopolitical situation, as well as the prospects for further development of the partnership. The research methodology is based on a set of general scientific and special principles, namely historicism, scientificity, objectivity, systematicity, continuity, scientific analysis, and synthesis. The scientific novelty is determined by the fact that the prerequisites for the formation of the Euro-Arab dialogue, which emerged in 1974 and became, at that time, a real “experiment” in international relations, were analyzed. It was found that the Euro-Arab Dialogue of 1974-1979, despite all its ambition, did not achieve significant progress in the development of partnership relations between the two organizations. The reason for this was the different expectations of the parties from this dialogue. The Arab League sought to focus on resolving political issues, while the European Union viewed the Euro-Arab Dialogue as a platform for discussing economic issues.
The prerequisites and main factors of the formation of the Strategic Dialogue between the European Union and the League of Arab States in 2014 are described.
The study concluded that relations between the European Union and the League of Arab States have fluctuated, strengthening or weakening depending on external factors and political differences, which often make it difficult to achieve the stated goals of enhanced cooperation. An analysis of the historical dynamics of relations between the EU and the League of Arab States demonstrates that their interaction is largely determined by the geopolitical context. Russia’s full-scale war against Ukraine has significantly impacted the European Union’s foreign policy and demonstrated the need to deepen cooperation with regional organizations to make relations more strategic.
