FORMATION OF UKRAINIAN-BULGARIAN RELATIONS IN THE CONTEXT OF EUROPEAN INTEGRATION

Abstract.

The relevance of the research is determined by the dynamic changes in the geopolitical landscape of Europe, where Ukraine’s European integration processes are acquiring crucial significance for the security architecture and economic development of the entire Black Sea region. Good-neighbourly relations with the member states of the European Union, especially with Bulgaria, which has historical and cultural affinity with Ukraine, are a strategic priority of Kyiv’s foreign policy. In this context, a detailed analysis of the mechanisms for forming and developing bilateral interaction, as well as identifying the potential embedded in the international legal framework, is timely and vital for the practical implementation of our state’s European course.

The goal is to conduct a comprehensive, multi-faceted analysis of the current state and prospects of bilateral international relations between Ukraine and the Republic of Bulgaria, taking into account their key roles as neighboring states in the Black Sea region.

The methodological basis of the study consists of systemic and comparative-legal approaches. The historical-analytical method was used to trace the dynamics of relations, while the prognostic method was applied to determine future interaction scenarios. Particular attention is paid to the institutional analysis of the international legal framework and the mechanisms for implementing the Association Agreement between Ukraine and the EU.

The scientific novelty lies in proving the thesis that the Association Agreement between Ukraine and the European Union acts not only as an instrument of internal reforms but also as a catalyst and a unifying platform for the development of bilateral relations with individual EU member states, particularly with the Republic of Bulgaria. The article explores the positive impact of integration processes on economic, investment, and humanitarian exchange, as well as on cooperation within the framework of border and cross-border programs.

The conclusions emphasize that the partnership between Ukraine and Bulgaria is strategically important for the stability of the Black Sea basin. It is proven that the Association Agreement is a key factor in intensifying cross-border cooperation. It is established that the full realization of the potential of bilateral relations directly depends on the effective implementation of European standards in the economic and political spheres of both states.
