ТОРГІВЕЛЬНО-ЕКОНОМІЧНІ ВІДНОСИНИ КРАЇН ЄВРОПИ З РАДЯНСЬКОЮ УКРАЇНОЮ (ПОЧАТОК 1920-Х РОКІВ)

Анотація. Мета статті полягає у тому, щоб висвітлити зовнішньо-торгівельну діяльність європейських країн на території УСРР на початку 1920-х років. Методологія дослідження спирається на принцип історизму. Автор застосував аналітичний, проблемний та хронологічний методи дослідження. Наукова новизна полягає у тому, що вперше комплексно досліджено налагодження європейськими державами торгівельно-економічних відносин з радянською Україною на початку 1920-х років.

Висновки. На початку січня 1922 р. засновано «Торгівельне представництво УСРР в країнах Балтії». Вивчивши місцевий ринок торгпред прийшло до висновку, що попит на українську сировину там був незначний. Торгівельну місію Польщі в УСРР осолював Ігнацій Ружицький. Польських підприємців в Україні особливо цікавили «лісові концесії». Більшість українських товарів доправлялась саме на Данцигський, а не Варшавський ринок. Торгівельну місію ЧСР в УСРР осолював спочатку І. Гірса, потім В. Бенеш. Чехи були неспроможні конкурувати з німецькими компаніями на російському ринку. Тому вони надали перевагу українському ринку, на якому успішно торгували ще до Першої світової війни.

За задумом радянських дипломатів, Австрія мала відігравати роль «у торгівельній діяльності як важливий транзитний коридор на Дунаї, що зв’язує між собою країни Центральної і Південно-Східної Європи та усіх їх разом з Чорним морем». Торгпредом Італії було призначено Дж. Аматорі. Радянські торговці пропонували італійцям ліс, вугілля, металобрухт. У них же збирались купувати автомобілі й електротовари. Торгпредом Німеччини став Гаушильд. За договором від 5 листопада 1922 р. УСРР вдалось зберегти фінансові претензії, за якими вона вимагала у Німеччини 410 млн. марок за постачання продовольства гетьманом Павлом Скоропадського.

15 січня 1922 р. затверджено «Торгівельну делегацію УСРР». Торгпредом призначено Олександра Золотарьова. Він оцінив Стамбульський ринок як важливий для постачання продовольства у південні регіони України, а також для реалізації окремих видів сировини, промислових фабрикатів, а також тютюну, спирту, солі та каустичної соди.
